There are many softwares with many methods for
Quantization (reduce colors)

but non of them can generate HQ for Textile Designing.
Is there anyway to read colors regions and reduce for better Quantization in SA?
Or any other suggestion?

There are a ton of different effect options for reducing the number of colors in an image in Studio Artist. Some obvious places to look would be the Color Quantize ip op and the Vectorizer. Other ip op effects like Color Simplify, Color Simplify1, Watershed Regionize, Color Palette Map could also be used. And you could configure the paint synthesizer using any of the path start regionize generators to generate quantized output. And you can configure the paint synthesizer to generate a wide variety of color halftoning effects (another term used for a kind of image quantization) Also, you can use MSG presets to perform quantization and all kinds of different halftoning effects.
Studio Artist also has a ton of effects you can use to preprocess an image prior to subjecting it to quantization. For edge or feature enhancement, noise or texture reduction, etc.
If you could elaborate more on 'non can generate HQ for textile designing', that would be useful since i'm not really sure what you are talking about here. I know of several graphic designers who have used Studio Artist to create and then sell textile pattern designs.
