is there a way to record this in a paseq? i'm trying to remove a black frame around an image in a movie and when i crop to selection it's perfect but i have not found a way to record it. i tried to record canvas to source but couldn't capture that either. when i output the movie with a sketch effect the black frame was back even though it wasn't in the selection.

You can't record anything in a PASeq that resizes the canvas. That includes cropping.

You could record the selection, and then a fill associated with it. So you could select, invert the selection, and then fill with another color like white to replace the border.

You can record the Canvas : Canvas to Source menu command as an action step in a PASeq. That's been around since the early days of V1. I just confirmed it works.
