Hi, please is it possible to open svg file format in SA and have the "Grow region from start point" parameter fill in the shapes in the svg file with brush nibs and at the same time ensuring that the paint brush nib maps the color of the local region where it's filling.

You can open svg files in Studio Artist. They get rendered as raster images during the open process. There is also a special file : import :open svg as new canvas menu command that lets you choose an arbitrary canvas size to do the vector to raster conversion in, and then load it directly to the canvas.
At that point the image is a raster image. So you could use selection features, or grow region from start point features, that are based on canvas coloring.
