You have to add mute keyframes. if you hold down the m key and then option click a keyframe you will get a black mute keyframe. that action step is then muted until another red normal keyframe.
It might be nice to have some kind of way to automate this, so you can have cycles of certain things without having to manually keyframe all of them. For instance, I'd like to set my canvas to black every 20 or so frames in an animation I'm working on. Maybe a command like "repeat keyframe every n steps" which is applied to the currently "in focus" keyframe (and which handles muting). Perhaps that's too cumbersome interface-wise, but in any case, some way of automating this situation could be cool...
