I modified Bernard's circular triangulation preset to build a circular black and white halftoning preset. It's very simple to modify it to do color halftoning if you want to.
I used a double sized canvas from the image above and then shrank the canvas by 50% to do some anti-aliasing cleanup. Modify the source image lightness accordingly to get appropriate detail.
The attachment is a Paint Action Sequence (PASeq) preset.
