Starting with one entirely dark orange layer and another one with a Color Gradient Generated pink and purple (Freq 1500, Phase 224) on it, I used a Watershed Regionize and recombinations with the Color Gradient via Fixed Image (RGB, Add Scaled, 20%) to get the colored 'dartboard' part. In Composer FX I warped the main hole, back in SA to fill that hole with unwarped, made the blue balls in Composer FX and brought them in, in PS repositioned two balls and did a few adjustment layers, created a Snap Art 'painted version, and combined those two images/layers in SA's layers blend, and there it is.
