This is from a 5.5.5 PASEq preset called Acrylic Diffused Vector Paint which will be available in the General Examples. It is using vector paint in layers with vector sketch edging found the Paint Synthetizer Sketch category that uses bezier paths from Image Operation sketch effects and then repaints those with the Paint Synthesizer.
