Looks like he is using the vectorizer with one of the palette mapping color options in the Drawing control panel (Src Color From parameter options that have Source Palette in their names).
The best way to get familiar with the vectorizer is to run through the different presets, choose ones you like, then switch to the Editor and see how the controls are setup, and try experimenting with changing them and seeing how that changes the effect output.
Looks like smart edge option in the Composite control panel is turned on. Or a black rim color is used for the EPS Region Outline parameter in the Drawing control panel. I'm talking about the black lines in the image here.
