A few things are going on in the PASeq used to make this test video. First, while it might look like the source image is being mixed in, the complete image is generated from flat paint strokes painted by the paint synthesizer proceeded by a paint synthesizer water wash. I'm also using the temporal flow ip op to constrain the paint strokes to only start where motion is taking place in the source video.

Here's the PASeq used to make this.

The temporal flow ip op output is routed to the current region selection. The threshold ip op uses the selection as the IP SOurce and also routes the output to the current region selection. So i generate a flow image, threshold it to hard black and white, and then use that as my selection. I then constrain the last 2 auto paint steps so that their path starts only occur where the selection is full on, which corresponds to portions of the image that have movement in the video. The water is not constrained, it drips everywhere.

I turned on local range masking in the paint fill apply control panel for the last 2 paint strokes. That's the secret to getting the fine detail to appear in the animation. Again, the source image is not mixed into this animation at all, all of the detail is derived from painting with solid color paint strokes combined with some watery blending.

The Studio Artist 4 PASeq preset used to generate this effect is included in the movie processing tutorials folder of PASeq presets available for download here.
