I believe you can do the whole thing as one or 2 paint action steps in Studio Artist.
There are a few different options that generate this kind of regionization patterning. Either directly in the Paint Synthesizer, or by embedding a Vectorizer preset inside of it to generate regions.
You then just use an image folder brush to fill; the regions.
And then a second pass to draw the blue lines.
Although as i look at it, that might just be drop out from the blue background. You can size modulate the individual regions, so you could shrink them down a little bit if you wanted to to control the spacing if you did it that way.
I will pass this image onto our tutorial video person here at Synthetik, and perhaps they can come up with a video tutorial to explain how to build an effect like this.
