I uses 3 autopaint passes for this. The paint presets are pretty simple, just an ellipse brush source that is orientation modulated. Path length of 1, so just single paint nibs.
The first paint pass just uses the ellipses. The last 2 use the MultBlend Fill Option (paint fill setup control panel), with the Soft Local Image Range setting for the Multiplier. This pulls the source details into the last 2 paint passes.
I used Paint Color Source randomization to build the texturing. The gradient lighting ip op post process step pulls the paint nib color luminance randomization out to a textured 3D feel.
