Recently I found following picture in a magazine from Illustrator essentials. After searching details how it can be made you can find back on http://tommacdraws.co.uk/COMPUTER-ARTS. Is this possible in SA ?

Do you want it to be pure vector output or is a raster canvas ok?
I think you could create something similar to this style using Studio Artist.
You could start with the vectorizer to generate a color region stylization.
The black regions you'd either have to add manually, or with some kind of black output threshold effect.
You could use a canvas drip paint preset for the drip part of the regions. Applied as an effect after they were initially generated.
The dirty airbrush paint part near the bottom would be easy to add.
The red hair with black patterning would be the hardest part. You'd probably have to do that manually. Both the initial red region definition and red fill. And then adding the black hair texturing.
