A little local Hawaiian color.
One trick for something like this is to ridiculously over boost the contrast of an image to pull out color detail in the shadow regions (it's not even important if the color is 'right' or not, just that it's vivid). You then vectorize the over processed image copy in a layer and then combine it back with the original photo via a layer flatten.
