Same exact process as above, except i preprocessed the source image a little bit to sharpen it before running the vectorizer.
I did it to the entire image, but you could just mask it for the eyes, mouth, and other facial features, if you only wanted more vector detail in those areas and not everywhere in the image.
You could also do a small amount of manual paint in the eye area in your source image to very stylistically distinguish the eyes or mouth areas in the source image, then run the automatic process. So it's a small amount of hand work, but a lot less than doing the whole thing manually region by region. Unless you enjoy the zen of doing it all manually.
