The image you reference was done in a program that allows multiple twirl start points. Probably Artmatic. If John would add something like Polar from interest points SA could do this easily. As it stands unless the MSG wizard (Benard) can figure it out, I do not believe that it can be done in SA at the moment.
I know that this is a digitally created image, so there is some program out there that can do this. I thought it may be SA.
I also have Artmatic. If you have an idea of how this is created in Artmatic I would love to know how. Artmatic does not really give brush strokes like this that I have found, perhaps I need to dive deeper.

AutoDraw Polar modulation for the Path Angle in the paint synthesizer is a localized polar transformation based on the current start position. So that works with any start point, including interest points. usually i use it with manual painting.
I do know that this is an older image so it was not created with the new artmatic system. Its at least 5 years old.
When I saw it SA was the first thing I thought of.

In reference to multiple twirl points. You can build your own orientation map in another layer, and then use that layer via Bus modulation to control the orientation of painting. So that might be an approach to generating an image like the one you posted.
