I've been experimenting with 3CScanLineMod, and ADVTurb pipelined into 3CScanLineMod. The results are great, especially when animated:
I want to increase the number of scanlines, and the distance between each line, right up to the point where the distance is 0. Is there another SRC in MSG that does the same thing as 3CScanLineMod, but has that additional flexibility?

Changing the Render value and the Quality value both help, but the final resolution of the output is still limited by the distance between the scanlines.
You can adjust the number of scan lines generated by the 3CScanLine Mod processor using the H Scale and V Scale parameters.
This solution works by making the image smaller, which would be okay if the image was "boundless".
When the image is of finite size, changing H and V scales to reduce the scan line spacing, is not terribly satisfactory.
I think the better solution is to use your suggestion of replacing MSG with Paint Synthesizer.
Here's a different approach to generating this kind of effect using the paint synthesizer.
Here's a way to build a similiar kind of effect using a different MSG processor (RGB_DisplaceMod2D1 processor).
