I'm not sure why, but my paint action sequence window doesn't have any keyframes. I expanded it all the way across.

I'm going to assume you are on windows. On windows, it's possible for the contents of the PASeq window to be pulled completely out of view to the right. If you mouse down on the vertical splitter located at the very far right of the PASeq window and then pull it left, the contents of the PASeq view will pull into view.
Actually I'm on a iMac.
Found it. I did what you said for windows and it worked on my imac
